Intelligence is useful because authority has a boundary.
ARKADIN sits inside HEARTHCube. It can analyse, forecast, optimise and propose. It does not possess direct actuator authority.
Free-form meaning does not cross the final actuator boundary.
A tenant expresses intent. Operator Trust binds identity, policy and permission. COG reasons within that context and emits a typed proposal. PLANT alone decides whether the proposal is permitted in the physical world.

Actuation
A proposal becomes physical only after deterministic disposition.

Commercial permission is not physical permission.
Permitted operation exists only where three things overlap: what the machine can physically do, what the installed site permits, and what the owner is contractually allowed to ask of it.
The most restrictive valid constraint wins. If a required condition cannot be established, reject is the safe default.
If COG disappears, the plant still knows how to be safe.
ARKADIN is valuable because PLANT is independent of it. Loss of advisory intelligence does not erase the deterministic baseline, the physical limits or the path back to a safe state.

Bring a consequential operating problem.
JSE collaborates where authority, evidence and validation can be defined precisely enough to engineer. ARKADIN is a layer of the machine, not a stand-alone product.
